60th Report in 2013: Opinions on the Development of National Innovation System by the Combination of Science and Technology with Education

Abstract: This paper analyses the current situation and existing problems of the combination of science and technology with education. It proposes several policy suggestions, including improving the ability of science and technology management department and promoting the transformation of science and technology management to innovation management; integrating national science and technology and education resource through the major science and technology projects; building national collaborative innovation center; promoting the resource sharing of science and technology and education and strengthening the communication of researchers; and building a more open science and technology and education system.
