103rd Report in 2013: Policy Suggestions for the Transformation of S&T Achievements of Central Universities and Research Institutes in Beijing

Abstract: Central Universities and Research Institutes are the main performers of Beijing R&D activities and have formed a large number of S&T achievements that suitable for industrialization in Beijing. However, there are many problems in the procedure of industrialization such as state-owned asset disposal, staff reward and etc, this paper gives some suggestions for the industrialization from policy perspectives.
