56th Report in 2013: The Suggestions on Making Beijing Enterprises as the Innovation Subjects

Abstract: Improving the innovation ability of enterprises is an important part of S&T reform. Even though Beijing has achieved great results in improving the innovation ability of enterprises, there are still many problems. First of all, the R&D input structure is not balanced. Secondly, the input intensity is relatively lower than foreign countries. Thirdly, there is hardly innovation leading enterprises. Fourthly, the policy environment needs to be improved. This paper deeply analyses these problems and gives suggestions for the development of enterprise innovation ability in Beijing.
