73rd Report in 2013: The Current Situation of Hainan Agricultural Technology Service 110 Programme and Its Enlightenment

Abstract: Hainan agricultural technology service 110 is an early agricultural informatization service programme in China. After 10 years' development, it adopts market operation mode to provide farmers agricultural technology service and has gained some results. However, farmers couldn't make the full use of it. Based on the survey data, this paper points out that the main problem of Hainan agricultural technology service 110 programme pays little attention to the public welfare but too much attention to the market. Consequently, it gives suggestions on how to balance the public welfare and market mechanism and on how to improve its pulic services.
